Senate Substitute 1 for Senate Bill 79

From the 153rd General Assembly, this Act amends Title 13 to ensure certain relatives seeking to adopt a child in state custody have access to free legal counsel throughout the termination of parental rights and adoption process, including appeals. It also requires the Department of Services for Children, Youth and Their Families to provide the necessary social study and report at no cost to the relative. Technical updates align the bill with Delaware’s Legislative Drafting Manual.
