From the 153rd General Assembly, this Act amends Title 11 to strengthen Delaware’s animal cruelty laws by expanding the definition of cruelty and authorizing law enforcement to intervene when animals are confined in dangerous conditions inside vehicles. The bill also addresses deceptive practices involving the transport or surrender of companion animals and enhances penalties for mistreatment, neglect, or unnecessary harm.
