From the 153rd General Assembly, HB 134 toughens penalties for repeat animal cruelty offenders in Delaware. Current violations are considered class A misdemeanor, but after two violations, any further offense becomes a class F felony. Intentionally killing or seriously injuring an animal is a class F felony, further violations become class E felonies. Also, a second felony conviction brings a lifetime ban. That person can never own or possess an animal again.
