House Substitute 1 for House Bill 427 – House Amendment 1

House Substitute 1 for House Bill 427 comes from Delaware’s 153rd General Assembly. As amended, this bill allows 16 and 17 year olds to target practice without direct adult supervision. This covers BB guns, projectile weapons, and firearms.

To practice without supervision, a 16 or 17 year old must meet two conditions. First, they need permission from a parent or guardian. Second, they must complete a hunter education course.

In addition, the bill addresses hunting. A 16 or 17 year old may hunt without direct supervision if they hold a valid Delaware hunting license.

However, this act does not limit local authority. Municipalities still have the power to regulate the discharge of BB guns, projectile weapons, and firearms within their own jurisdiction.
